Greenwood Lake Commission

Senior Center Greenwood Village, NY.

October 24, 2018

Open: Pledge of Allegiance

Commissioners Attendance: Paul Zarrillo, Jonathan Brett, Cathy Ahlers, George Verno, Eric Hastings, Dale Van Nimwegen, Eric Pain, Floyd DeAngelo, Paul Sullivan, Clint Smith, Micki Lees.

Treasurers Report: We have now booked some of the expenses. Lake and water shed expenses are up because we made payment on Siltbusters and for Montclair state. Have no record of the funds from Warwick but will investigate. One outstanding check for $25 and another $587. to USDA. We remain without funding from Orange County. Cash in bank: Sterling $26K+ Lakeland has $55K+ is total of @ $82K. Still have billings for USDA and herbicides that will probably deplete the funds.

Floyd DeAngelo

· Correcting 1 financial transaction per counties request which is under $200.00

· Still waiting on electronic file with addresses for when we are ready to do mailings from Barry. Did get additional maps for the entire NY side.

Michael Flaherty/Cathy Ahlers/Kelly Tuturo

· No report.

Paul Sullivan

· No report.

Eric Pain

· Lake level is 10'1"; 35.1 cubic feet per second, 22.5 million gallons per day.

· Annual inspection of dam was done today. Results in about a month.

· Ethics requirements: Still waiting on 1 commissioner.

Micki Lees

· Would like to hold a cold-water behavioral class. Will give the date to Allison on Monday 10/29.

Jonathan Brett

· Creek Issues: On September Meet with Tim Metland who is Passaic county engineer. He agreed there is an issue with the creek. Will look into dredging, waiting to hear back from him.

Clint Smith

· No report.

Dale Van Nimwegen

· Annual report and Methods and Procedures have been handed out.

Paul Zarrillo

· West Milford Lake Committee meeting, Highlands council was also there and they would like them as the broiler plate program.

· Oct 6th MSU came up to perform their annual monitoring; Elaine from Greenwood Lake Mariana loaned us 3 boats for the class to go out on the lake and gather samples for testing.

· New office location is 2019 H Greenwood Lake Turnpike. Moving office on Monday 29th.

· Letter from resident thanking us for doing Geese removal.

· Letter from Highlands coalition thanking us for yearly commitment.

· Write a letter to the DEP and DEC about the safety factor of Belchers Creek. We are looking for the OK to bring in our own machines to remove the sediment in the Creek.

· Per state law, the responsibilities of the Commission is as follows: C.32:20A-5 Duties of commission

1. Assess present and projected development, land use, and land management practices and patterns, and identify actual and potential environmental threats and problems, around Greenwood Lake and within its watershed, and determine the effects of those practices and patterns, threats, and problems upon the natural, scenic, and recreational resources of Greenwood Lake and its watershed

2. Develop recommended regulations, procedures, policies, planning strategies, and model ordinances and resolutions pertaining to the protection, preservation, maintenance, management, and enhancement of Greenwood Lake and its watershed, which would be implemented as appropriate on a voluntary basis by those entities with representatives on the commission.

3. coordinate environmental clean up, maintenance, and protection efforts undertaken, for the benefit of Greenwood Lake and its watershed, by those entities with representatives on the commission;

4. Coordinate with the New Jersey Department of Environmental Protection's watershed management program for the area that includes Greenwood Lake;

5. Recommend appropriate state legislation and administrative action pertaining to the protection, preservation, maintenance, management, and enhancement of Greenwood Lake and its watershed;

6. Advocate, and where appropriate, act as a coordinating, distributing, or recipient agency for, federal, state, or private funding of environmental cleanup, maintenance, and protection projects for Greenwood Lake and its watershed, which projects may include the work of the commission; and

7. Take such other action as may be appropriate or necessary to further the purpose of this act

OLD BUSINESS

Ordinance - Ice Eaters/ Floating Platforms Regulations - Jonathan and Paul are working on ordinances. Will have to be approved by the 3 towns around Greenwood Lake.

GWL Legislation – Billed passed state senate, now in the environmental committee of the assembly.

Dock Numbering Program – Got amazing maps and need them from Passaic County as well. Sullivan has to set up meeting.

Office Space Location – Previous office space and passed out keys.

Water Management Plan – Commissioners need to provide comments to Eric P within the next two weeks.

Highlands Council Study of Belcher Creek – waiting on corrections.
