ROLL CALL

The meeting was called to order at 7:04pm. Paul Zarrillo read aloud the Legal Public Notice law and noted that we were in compliance before roll call. Paul Zarrillo, Clint Smith, Eric Hastings, George Vurno, Paul Sullivan, Dale VanNimwegen, Michael Flagherty, Ed Krull, and Bill Link were in attendance. Floyd DeAngelo was absent. Dan Bello was also in attendance but did not have voting power for this meeting.

Special Guests included Mayor Jesse Dwyer of the Village of Greenwood Lake, Vivienne Erk President of the West Milford Town Council, and Ada Erik of the West Milford Town Council.

SPECIAL PRESENTATION

Dr. Fred Lubnow gave a special presentation to the Greenwood Lake Commission. Dr. Lubnow opened by saying he was disappointed that the 319H grant the Commission and West Milford Township applied for was denied, but was optimistic that future applications could be more successful. The Commission had received a 319 grant the previous year and their were several targeted areas in New Jersey that received that grant. One of the two projects was for a storm water drainage program, originally the water was planned to be dumped on property owned by the Passaic River Coalition, but could not get the approval in time for the grant; however the plan is written and almost ready for bid which would make the application for a grant more likely to be accepted. Dr Lubnow then began talking about Floating Wetland Islands, which is a tool used to adsorb harmful phosphorus in lakes. Dr. Lubow began going over several facts about these islands; a single island can absorb 10 pounds of phosphorus, they last 10-15 years, and are less harmful to the local environment. The Commission and Dr. Lubnow were optimistic that the Commission could, in the future acquire another 319H grant and use it to control point source pollution on Greenwood Lake.

CORRESPONDENCE

Paul Zarrillo announced several letters sent by the Greenwood Lake Commission. A letter was sent to Sportsmans Marina and the Coast Guard Auxiliary Flotilla 10-13 for helping conduct the first vessel safety inspection, the event was very successful and the Commission plans on making it an annual event. Another set of letters was sent to Skip's Marina and several volunteers who helped curb invasive plant species in the north arm of Greenwood Lake, specifically water chestnuts and fanwort by pulling them out by hand. A press release was sent out and the Commission hopes to make this an annual event. Clint Smith commented that we should of had more turnout from the local residents, Paul Zarrillo said he did attempt to reach out through NY Commissioners, but hopes that following years would yield more results.

TREASURER'S REPORT

Dale VanNimwegen presented the Treasurer's Report. Dale handed out a document which detailed our financial transactions since the beginning of the calendar year. The report included monies pending and received from the Morahan Grant, as well as monies raised from the Boat License course. Dale said the bill for worker's compensation insurance had been paid, and asked the Commission if the bill from HydroQual for the presentation of the dredge study was paid, Ed Krull commented that he believed the bill was fully paid, and we are looking into the matter further. Dale reported that the Commission had $15,328.31 in the NJ Lakeland Bank account, and $3,194.51 in the NY Sterling Bank account.

Ed Krull asked about the money received from the Morohan Grant, and asked specifically how much money we have from the grant, and which bank accounts they are being held in. Ed also asked when the Village of Greenwood Lake was paid, and how much they are still owed. The Village was given a check totaling $14,200 two meetings ago. Zarrillo asked to table the discussion until Executive Session. The Mayor of the Village of Greenwood Lake asked if the Morohan grant would be discussed in Executive Session, if so the Village expressed there belief that an Executive Session was an inappropriate forum to discuss the grant. George Vurno commented that the Commission was reviewing the contract with the DEC regarding the Morohan Grant, and that the decision of how to pay back the Village of Greenwood Lake could present a legal issue for the Commission. After much discussion Paul Sullivan moved to table the talks of the Morohan Grant until the next meeting in order to investigate the matter further, Dale VanNimwegen seconded the motion.

OLD BUSINESS

The approval of the minutes was tabled until the next meeting, several Commissioners wished to have further time to review the minutes. Paul Sullivan made the motion to table the minutes, Ed Krull seconded.

COMMISSIONER REPORTS

Bill Link gave his report the Commission. Bill had been calling the various marina's in the area to gather their opinion on the drawdown. The few marina owners that were contacted were very opinionated on the subject and he had not completed the survey. Paul Zarrillo asked about the progress of getting a public forum together to discuss options. The Commission is going to pick a date after Labor Day to hold the forum, and will weigh all options before having a public meeting on the drawdown.

Eric Hastings gave his report to the Commission. Since his report was related to the drawdown, Hastings reported that there has been progress in our attempt to implement a blanket permit to allow mechanical means of dredging behind personal properties during the drawdown.

Dale VanNimwegen gave her report to the Commission. Dale reported on the progress of creating a Foundation in order for the Lake to fundraiser for initiatives and projects in and around Greenwood Lake. Dale expressed concern over keeping the executive board of the Foundation that is separate from the Greenwood Lake Commission. Dale plans on reaching out to Lake Hopatcong to gather information and advice on how to construct the Foundation. Dale is also looking into, along with Paul Zarrillo on acquiring insurance for the Greenwood Lake Commission so that they may participate in various events happening in the local area.

Dan Bello gave his report the Commission. Dan reported that he is still awaiting the official letter from the Commissioner of the NJDEP making him a voting member of the Commission. Dan is also working, along with the NYDEC on creating an informational pamphlet about regulations and recommended practices for homeowners and boaters regarding dock regulations on Greenwood Lake.

Paul Zarrillo gave his report to the Commission. Zarrillo reported that he is continuing to work with Montclair and Drew Universities to conduct various studies on Greenwood Lake, but the summer season is making it difficult to maintain contact, but next week Zarrillo plans on meeting with representatives from both universities. Zarrillo also reported that we are moving forward with the boat license course on August 23rd at the Greenwood Lake Airport. Paul Zarrillo asked for inforamtion and opinion of Americorps and the Greenwood Lake Commission getting involved, Dan Bello also offered to give the contact information for Americorps, who has gone out to several local areas to conduct projects on various lakes. Zarrillo also commented on the success of the aquatic weed removal project and thanked Skips Dock and Marina, the volunteers and especially Eric Hastings for his outstanding effort in pulling weeds. Zarrillo also mentioned that he had gathered much of the necessary information regarding the formation of a 501c3 from meeting with the Lake Hopatcong Foundation, as well as former Commissioner Bill Olsen, and West Milfrod Councilwoman Vivienne Erk.

NEW BUSINESS

Paul Zarrillo mentioned the Office of Emergency Management was holding another meeting about emergency action plans of lakes in the surrounding area, and again the Commission was never notified of the meeting. Zzarrillo believes it is very important that the Greenwood Lake Commission be involved in these meetings as there is no police or fire presence on the lake. Zarrillo reported that the office did not call back, and that he is working to create and educate boaters about a lake emergency plan. Jesse Dwyer of the Village of Greenwood Lake commented that they respond to emergencies on the lake on both the NY and NJ side, and that West Milford Police Department notifies the Village of Greenwood Lake of all emergencies.

Zarrillo also reported that Skips Marina has decided to donate a 21 foot pontoon boat to the Greenwood Lake Commission. Zarrillo asked if the Commission was interested in procuring the boat. The only cost to the Commission would be gas and insurance, and discussed the possibility of using it for lake projects. The Commission is interested, but wishes to inspect the boat and the cost of insurance further. Bill Link and Eric Hastings agreed to examine and test the boat.

PUBLIC INPUT

Ada Erik from the West Milford Township Council requested the Commission send the meeting minutes to the Town Clerk as well as the Administrator and Council, and requested that the Greenwood Lake Commission present a video to the Township Film Commission to be run on the local public access channel. The Commission will send the minutes to the Clerk, and will look into creating a video. The Commission currently sends minutes to surrounding town, county, and state officials.

Andy Abdul of West Milford's Environmental Commission updated the Commission on the progress of implementing regular water testing on Greenwood Lake. Andy Abdul notified the Township has the equipment to test to water for nitrates and phosphates, and that the cost of testing the water from each site would be approximately cost $1 per site. Mayor Jesse Dwyer of the Village of Greenwood Lake asked if the Township would be willing to share the equipment, and offered to pay for the cost of the testing for all sites on the NY side of Greenwood Lake. The Township of West Milford expressed interest in conducting tests in the NY side. Mayor Jesse Dwyer also reported that they were in contact with the Township of West Milford to work on their software program designed to assist the Township of West Milford in enforcing their septic ordinance.

Paul Sullivan made a motion to close the meeting, Dale VanNimwegen seconded. The meeting was called to a close at 9:07pm. Special Guests included Mayor Jesse Dwyer of the village of Greenwood Lake, and Keith Garley the Village Judge for the Village of Greenwood Lake.

Paul Zarrillo opened the meeting by announcing bills incurred by the Greenwood Lake Commission, which included normal utilities and a bill from our insurance company, Vreeland & Associates, totaling $1045 for our policy. Zarrillo asked for a vote to pay the bills, followed by a vote to approve the minutes from the previous meeting.

CORRESPONDENCE

A package, which was addressed to Bill Olsen a previous Commissioner, was received by the Greenwood Lake Commission. The package was sent from a Warwick engineering company and contained the plans for Castle 13, located on the shoreline of Greenwood Lake. The Commission is occasionally asked for their input on any construction or development near Greenwood Lake. In the past Castle 13 has had problems with their septic and fertilizer runoff, Paul Sullivan did comment that septics regularly need repair and updates. Ed Krull also commented that he has seen a tremendous amount of work take place at the Castle 13 site and believes they have addressed the issue. Since Bill Olsen no longer sits on the Commission, Paul Zarrillo asked if any Commissioners would accept the duties of reviewing site plans. Bill Link and Eric Hastings volunteered for the task. The Commission stated that they would take this on purely as an advisory role and not an enforcement entity. Martin Brand did ask Link and Hastings to follow up with Castle 13 to confirm whether or not they received a storm water prevention plan and permit.

Paul Zarrillo read aloud two letters, one sent from the Greenwood Lake Commission to Eric Pain from the Ringwood State Park and his letter in response. The letter sent from the Commission was a request to limit the outflow of water from the dam to the required minimum. Eric Pain responded by stating he will be able to restrict the outflow of water to the required minimum out barring any extenuating circumstances.

Zarrillo presented an article published in the West Milford AIM on June 4th, 2015 covering the partnership between the MUA and the Greenwood Lake Commission to combat pollution in and around Greenwood Lake Watershed.

Zarrillo also announced that he received a proposal from Montclair University detailing the study they wish to conduct on Greenwood Lake. The study includes nutrient and pathogen surveys, fecal contamination, invasive species management plans, and outreach plans. The study would cost the Commission little to no money and both parties are willing to proceed with this study.

Zarrillo then presented pictures of a tour of Belcher's Creek taken by Dan Bello and himself. While on the tour Zarrillo and Bello they looked for possible points of pollution. Belcher's Creek will be a site the Commission plans to regularly test with the new water testing equipment being procurred by the Township of West Milford.

COMMISSIONER REPORTS

Martin Brand reported that he is working on a fact sheet for the New York side of the lake, which would contain recommended fertilizers, materials for docks and bulkheads, and other information about regulations on the lake. Dan Bello is doing the same for the New Jersey side.

Eric Hastings reported that he spoke with Vincent Manzi of the NJDEP regarding the regulations of personal dredging outside of one's house during the drawdown. The current regulations limit the dredging to “by-hand” methods, and restricts it to 10 yards from the house's shoreline. Hastings is looking to change it to 36 yards, and permit mechanical means of dredging. With this change it would become possible for homeowner's to pay a professional for dredging services. Hastings reported that Vincent Manzi is receptive to the idea and is inquiring how to accommodate the request. Hastings also commented that the progress of the weed harvesting has improved from previous years; yet this has not reduced the number of complaints regarding “floaters” in Greenwood Lake. Zarrillo commented that unless we dredge or use herbicides the issue of floaters will persist. Zarrillo also reported that the homeowner's who agreed to use herbicides on there personal property plan on administering the herbicides this upcoming week. Hastings also commented that the meeting with the MUA was well received, and that a neighbor of his, Victor Ludmere was interested in serving on the committee tasked with working with the MUA to achieve shared goals.

Clint Smith reported that Sears has contacted him regarding the dumping of wood pallets and shopping carts into Greenwood Lake, the new manager is working to install a chain link fence, which would decrease the likelihood of materials being taken from the job site and dumped in Greenwood Lake.

Paul Sullivan reported that the Township of West Milford is moving forward with training the Commission how to use water testing equipment the town recently procured.

Paul Zarrillo reported that the Township of West Milford is moving forward with their software program designed to assist the town in enforcing its septic pump-out ordinance. The Township is running into some difficulties and is reaching out to the Village of Greenwood Lake for assistance. Zarrillo also reported that Drew University is still interested in conducting a study on both the New Jersey and New York side of Greenwood Lake. The study would include the number and size of docks, number of boats that can be docked on Greenwood Lake, and the number of houses on the lake; the university wishes to start this project after Labor Day. Zarrillo also reported that on July 12th the Coast Guard Auxiliary will be conducting a free boat safety inspection on Greenwood Lake at Sportsman's Marina. Zarrillo also reported that the application for the 319 grant which was applied for by both the Greenwood Lake Commission and the Township of West Milford was denied, and that a representative from Princeton Hydro wishes to attend our next meeting to discuss future grant opportunities.

NEW BUSINESS

Zarrillo reported that we have confirmed the times for the next two boat safety licensing course. There will be one on Sunday, August 23rd, and Sunday Febuary 7th, both will be held at the West Milford Airport.

Mayor Jesse Dwyer of the Village of Greenwood Lake asked to come to an agreement regarding the weed harvesters given by the Commission to the Township of West Milford and the Village of Greenwood Lake. West Milford wishes to hand back control over two of the weed harvesters, both of which Jesse Dwyer was willing to take. Bill Link was concerned over handing over an asset to the Village when the Commission has very little funds and no means of reliable income and was hesitant to hand over something which could be sold. Hastings and Zarrillo commented that the harvesters have an operating cost which the Commission could avoid paying if the Village took over control of weed harvesting. Zarrillo then asked for a vote.

Mayor Jesse Dwyer of the Village of Greenwood Lake asked about the status of the Morohan Grant, as the Village is still owed money from the Greenwood Lake Commission. Dale VanNimwegen was absent and the Commission was unable to give an update. Paul Sullivan commented that it's imperative that we acquire the rest of the funds from the Morohan Grant before repaying the Village of Greenwood Lake, as a majority of our current funds are from Passaic County. Legally we would be unable to use these funds on projects conducted on the New York side of Greenwood Lake, and he also commented that it would also be an insult to Passaic County if we used their funds for projects outside of New Jersey.

The Commission then opened up the floor to discussion about the upcoming drawdown, scheduled to take place between 2016-2017 during the winter months. Several marina owners were in attendance and wished to discuss the drawdown. The marina owners had several concerns including loss of business and the chance that a lack of rain/snow could prolong the drawdown. The Marina owner's also asked what the purpose of the drawdown is, and why it is mandated to be done every 5 years. There was concern over who authorizes the drawdown, and it was determined that while the DEP has control to approve or deny the Commission's application to conduct a drawdown, it was in fact the perogative of the Greenwood Lake Commission whether or not to conduct one. The marina owner's did comment that when a stump reduction project was conducted during the drawdown, there was less frustration on the part of marina owners and boaters on Greenwood Lake, but they do not see the purpose of conducting a mandatory drawdown unless a special project is needed. After much discussion it was decided that more input was needed, and the Commission felt it would be more prudent to make a decision after everyone in the community had a change to provide their input.

Paul Sullivan made a motion to close the meeting at this time, Eric Hastings seconded. The meeting ended at 9:33pm. Our next meeting will be July 22nd at 7pm, in the West Milford Town Hall. The meeting was called to order at 7:08pm. Paul Zarrillo read aloud the Legal Public Notice law and noted that we were in compliance before roll call. ACKNOWLEDGEMENT OF GUESTS

In attendance at this meeting was Jesse Dwyer, the Mayor of the Village of Greenwood Lake. JL Buckheit, the Village attorney was also present. Carol Hardy from the MUA also attended in order to give a presentation to the Commission.

MUA PRESENTATION

Dale VanNimwegen introduced Carol Hardy of the MUA (Municipal Utilities Authority). Dale stated that the Commissioners believed many of its goals are also in line with the MUA, and felt it worth reaching out to the MUA in hopes gaining an understanding of septic tanks and local regulations, and possibly cooperating to prevent and solve and issues that could affect Greenwood Lake and the Watershed.

Carol Hardy of the MUA presented information to the Commission regarding the number of septic tanks in the area of Greenwood Lake, and fail rate, and the obstacles the MUA faces. The MUA highlighted their lack of funding, 91 billion dollars was needed to update, repair, and expand in order to adequately perform its duties but only 36 billion dollars was given, leaving the MUA short handed. There are approximately 10,000 households in West Milford, but only 1700 are served by the MUA. Of these remaining 8,300 household who have septic tanks 1080 were inspected, and 186 of them failed according to a report from the Township of West Milford. The Commission has been concerned for many months about enforcing regulations requiring owners to repair and maintain their septic systems, which would reduce the amount of phosphorus entering Greenwood Lake. The West Milford Environmental Commission agreed to partner with the MUA in monitoring Belcher's Creek. Several Commissioners are scheduled to be trained to use water monitoring equipment, and agreed to share this information with the MUA. At 8:02pm the regular meeting began.

TREASURER'S REPORT

Dale VanNimwegen gave the Treasurer's Report. Dale reported that the Commission had $16, 300 in the New Jersey Lakeland Bank account, and $18,269 in the New York Sterling account. Most of the money in the New York account was a partial payment of $14,200 from New York for expenses covered by the Morohan Grant. There is still $13,800 in the grant which the Commission is working to obtain. The expenses of the grant were covered by the Village of Greenwood Lake until the remaining funds were acquired from the Morohan Grant. Mayor Jesse Dwyer and the Commission agreed that the $14,200 in the account from the Morohan Grant should be given before the end of the meeting.

COMMISSIONER REPORTS

Floyd DeAngelo reported to the Commission that he had spoken with Steve Brescher, the Chairman of the County Legislator in Orange County and inquired about the status of possible funds for the Greenwood Lake Commission, Steve Brescher assured him that he was working on it. Floyd also reported that the Town of Warwick has given the Commission $4000.

Eric Hastings reported on his progress in attempting to alter the current regulations regarding dredging personal property during the drawdown. The current regulation permits only 10 yards and prohibits mechanical assistance. Eric Hasting's goal is to increase the distance to 35 yards and ease the restrictions on using professional equipment to conduct the dredge. Eric also reported that the weed harvester had been in the lake for 1 week on the race course for the power boat races scheduled to take place June 6th and 7th. Mayor Jesse Dwyer commented that it would be ideal if West Milford applied herbicides to the New Jersey side of the lake in conjunction with the Village.

Bill Link reported that he had reached out to Eric Pain from the Ringwood State Park regarding the water level in Greenwood Lake. The level has been low and Bill inquired about the amount of water that needs to be taken each day from the lake. The Commission agreed to send a letter to Eric Pain requesting that barring any extenuating circumstances that only the minimum amount of water be released from the dam in order to maintain a more constant water level for Greenwood Lake.

Paul Sullivan reported that members of the West Milford Environmental Commission have been trained and approved to train others in the use of water monitoring equipment that is planned to be purchased by the Township of West Milford. The Environmental Commission plans on training the members of the Greenwood Lake Commission to use this equipment.

Paul Zarrillo reported that the boat safety course was very successful, there were 18 participants in total, and the Commission netted $560. The Commission is considering hosting another course in August and next February to be annual events, and hopes to host them regularly throughout the year. Paul also invited the Coast Guard Auxiliary to conduct a boat safety inspection on Greenwood Lake, the Commission and Coast Guard Auxiliary hope to have one in July.

Paul reported that the Greenwood Lake Commission will be participating in several public events over the summer including the Airshow, the Passaic County Fair, the Boat Races, and the Autumn Lights Festival. Paul also reported that he, along with Dale VanNimwegen had updated brochures which the Commission distributes to the local marinas and local businesses, and plans to use these at the events mentioned above.

Paul reported that he wished to conduct a stump removal project and wanted to pursue and estimates for the purpose of obtaining funding for the project, the Commission agreed.

CORRESPONDENCE

Paul read aloud some correspondence received by the Commission. Verizon has notified that they plan to build a cell phone tower in an empty lot near Greenwood Lake located at 325 Lakeshore Drive.

Paul also reported that a professor from Drew University had been in contact with him, and that they are interested in doing a study on Greenwood Lake tallying the number of houses on the lake, the number of docks, dock length, and the number of boats that can be docked. A professor from Montclair University has also been in contact with the Commission to see where they could work and they are very interested in volunteering time to develop a program on Greenwood Lake. Paul plans on meeting with representatives from both Universities to take tours on the lake.

PUBLIC PORTION

Keith Garley commented that the geese problem this year was especially bad and was concerned that the added droppings would lead to an increase in phosphorus in Greenwood Lake. The Commission is exploring humane options to address the issue. Keith was also concerned as were others, with the amount of “floaters” or cut weeds that were making their way to the shore line on the New York side of the lake. After much discussion it was determined that the only solutions available were herbicide treatments or dredging, and cost would be a strong factor for each option, especially dredging.

CORRESPONDENCE

George Vurno had sent two letters out since the Commission's last meeting. The first letter was to Allied Biological concerning the water chestnuts in the far north arm of Greenwood Lake, and asked for a meeting to discuss the feasibility and cost of removing them from the lake.

George Vurno also sent a letter to the Town Administrator of Warwick regarding their yearly appropriation of funds to the Commission. The Commission had not received funds since 2013, and we requested that Warwick contribute the funds which they regularly appropriate.

Dale VanNimwegen gave the Treasurer's Report. Dale stated that work is still being done to catch up with our past records and reported that progress was being made. Dale also asked for input regarding bills and costs incurred regularly by the Commission and presented a spread sheet with known expenses. Paul mentioned that the cost for the insurance would be around $7500 and that we will continue to seek a rent free office space. Paul also said that the budgets presented by Dale at the previous 2 meetings have been an exceptional help for the Commission. Paul then asked for a vote to approve the minutes from the last meeting.

The parts for the weed harvester which was stored at Awosting Lake are for the most part accounted for, although several parts are still being retrieved, there are plans to hand over the remaining parts.

The Commission has received a check from the County of Passaic, NJ for $20,000 which was appropriated to us two months ago. The Commission expressed their appreciation for the county's support and is sending a formal letter of thanks. The Village of Greenwood Lake has also finalized a budget which includes funds to apply herbicides to the lake. Paul Zarrillo suggested that at the beginning of each year, the surrounding municipalities, county, and state government officials should receive a letter requesting funds for that calendar year. The Commission approved of the idea and plan to implement it January 1st.

Several local colleges including Montclair and Drew University, have agreed to participate in studies in and around Greenwood Lake, as well as participate in removing invasive plant species such as the water chestnuts and fanwort in the extreme north end of Greenwood Lake. The Commission is also reaching out to the local New York Universities for the same.

The Commission has been aggressively advertising their boat class which is being held on May 17th at the West Milford Airport. Notifications have been sent to Passaic and Orange Counties, as well as the local municipalities. Flyers have also been sent to local boating and tackle stores.

Bill Link commented about the plan to have a drawdown on Greenwood Lake and said he did not approve of the plan, Paul Zarrillo jumped in by saying the subject will be discussed by the entire Commission once more info is gathered from the NYDEC and NJDEP regarding the drawdown and the logistics of the project. Bill Link also brought up water level in lake and how much water is being released as a concern and question as to why above minimum. After discussion, Dan Bello is going to take a look at the Lake Management Plan on file for Greenwood Lake. Martin Brand also thought it would be beneficial to organize and information session about the importance of the watershed and how local residents can help protect it.

Orange County Legislator Barrey Cheney attended the meeting, along with Lou Signorino from the West Milford Town Council, and Andrew Abdul from the West Milford Environmental Commission.

CORRESPONDENCE

Paul Zarrillo began reading the Commission's correspondence since their last meeting in February 2015. Passaic County has approved $20,000 for the Commission to be used as discretionary funds for the Commission. In response, Zarrillo sent a letter to the Passaic County Administrator Tony DeNova as well as the Board of Chosen Freeholders thanking them for their support.

Zarrillo followed by reporting that the Commission, in conjunction with the Township of West Milford applied for the 319 H Grant; this grant is meant to be used to monitor and control pollution within Greenwood Lake. The status of the application is pending. Zarrillo also added that another grant designed to maintain and create open access points was being pursued by the Greenwood Lake Commission, but additional information is needed to see if the Commission would qualify for the grant.

Zarrillo also sent a letter to Senator Kevin O'Toole, as well as Senator Pennacchio, Assemblyman Webber, Assemblywoman DeCroce, as well as the Township of West Milford and the Village of Greenwood Lake regarding a bill consolidating the Newark Watershed Conservation and Development Corporation, North Jersey District Water Supply Commission, and Passaic Valley Water Commission. The letter sent by the Commission stated the consolidation of these programs was a good idea, but reiterated the concerns over the tax burden of West Milford residents who protect and supply the watershed without receiving any compensation and requested a solution be presented in the legislation. The Commission also stated concerns over the make up of the committee charged with consolidating the programs, and wanted stakeholders to be present on the committee.

Zarrillo received a notice from the West Milford Planning Board about a project around the Shop Rite, and gave a copy of the project to the Commission and invited us to make comments on the plan.

Zarrillo closed the correspondence portion of the meeting by reading aloud a letter from a concerned citizen sent to Mayor Dwyer of the Village of Greenwood Lake, The Greenwood Lake Commission, and Village Building Department, and the Warwick Valley Dispatch. The letter was in regards to a bonfire which was held on the ice of Greenwood Lake. The citizen, Thomas Tudhill wrote to complain of the leftover remnants of the bonfire on the lake. The letter specifically mentioned that the person who held the bonfire was Eric Hastings of the Greenwood Lake Commission. Paul Zarrillo noticing Mr. Tudhill in the audience invited him to speak and opened the public portion of the meeting.

PUBLIC PORTION

Thomas Tudhill of the Village of Greenwood Lake re-addressed his concerns to the Commission, and voiced concerns that the debris will not be adequately cleaned. Eric Hastings reassured Mr. Tudhill that he and his friends who participated in the bonfire had cleaned a majority of the debris and plan on clearing the rest before the ice melts. Eric Hastings also commented that the wood used from the bonfire was collected from several downed trees which would have needed to be removed from the lake regardless. Paul Zarrillo followed up by mentioning that the NYDEC had visited the site and did not consider the matter to be urgent or a hazard, and also mentioned that while the Commission does not advocate for regular bonfires on the lake, Eric Hastings did not violate any laws or regulations by creating the bonfire. Paul Sullivan followed by thanking Eric for cleaning the debris and addressing the situation, and congratulated him for creatively disposing of several downed trees. Dale VanNimwegen moved that the discussion be tabled as the legal implications had been addressed and that the matter was personal dispute and not Commission business. Mr. Tudhill concluded by thanking the Commission for their time.

TREASURER'S REPORT

Dale VanNimwegen gave the Treasurer's Report. Dale reported that the Commission had completed uploading all of its information to Quickbooks, and that we are making progress consolidating the two accounts in New York and New Jersey. Dale did report however that she still needs to complete a final meeting with previous accountant retained by the Commission to acquire missing documents lost during a burst pipe in our office. Dale did note that while we are still required to maintain records of which state monies were received and can be used in, consolidating the accounts would create a more streamline system. Floyd DeAngelo asked if the Commission had records of funds received from Orange County, New York over the last 15 years. Dale said that she believed the previous accountant had that information. Clint Smith also commented that Ella Fillapone, the former NJ Co-Chair had several boxes of records in her personal office which may be of some use. Zarillo and Dale arranged a time to retrieve the boxes.

Dale then presented several bills to the Commission, which included $1000 for accounting services, $3100 to Aquarius Systems for repairs to a weed harvester, and a gas bill of roughly $300. Paul Zarrillo opened the floor to a vote on the payment of bills.

COMMISSIONER REPORTS

Dale VanNimwegen followed up by giving her regular report. Dale confirmed that all Commissioners now have an email for public record, and then passed around the template for the new business cards and new brochures for the Commission. Dale also reported that she had been in contact with John Hardy, who is our contact for the boat races held last year on Greenwood Lake. She asked the Commission if she could invite him to speak to the Commission and collaborate for the boat races. Dale also reported that Carol Hardy from the West Milford MUA was interested in speaking to us as well. The Commission was open to both ideas and are coordinating a time where they can be present at a public meeting.

Floyd DeAngelo reported that the Village of Greenwood Lake will be applying herbicides to the lake this year, and that the cost is already accounted for in their budget which was recently approved. Floyd also reported that the mandatory notice, which must be sent before 21 days was sent out early to ensure all the residents are properly notified.

Eric Hastings reported that recently a known source of sewage which fed into Belcher's Creek was closed off, and that the water quality and flow had noticeably improved. Eric also reported that parts and equipment for the weed harvester being stored at Awosting was being recovered. Lou Signorino from the West Milford Town Council jumped in and expressed a continuing concern regarding the registration of the weed harvester and its trailer. Dale VanNimwegen knew of a professional who could assist in acquiring the necessary registration, and would assist finding the original serial numbers and other documentation.

Dan Bello was not in attendance, but did report to the Commission that he was following up on several questions regarding drawdown procedures on Greenwood Lake. Michael Flagherty from the NYDEC followed up with a question regarding dock permits and reported that if the dock held less than 5 boats and was no larger than 4000 square feet there was no permit required.

Paul Zarrillo opened his report by answering a question asked by several people on the lake regarding the water levels, and if the dam could be opened more to let the water level drop. Paul had contacted the proper officials who told him that the dam was not used for flood control, and it could not be raised or lowered over concerns of water level. Paul also reported that he has been communicating with Ken Gabbert the Administrator for the Township of West Milford, as well as the West Milford Health Department regarding the status of the septic pump out ordinance, but have yet to hear back. Andrew Abdul commented that the West Milford Environmental Commission will be receiving water testing equipment from the Township of West Milford to be used on Greenwood Lake and other lakes in West Milford. Zarrillo followed by expressing concerns he had over the condition of the office after several flooding incidents, and requested permission from the Commission to hire a service to clean the carpet and remove any mildew or mold which could become a health concern. The Commission agreed to hire a service. Zarrillo also reported that he had followed up with the Coast Guard concerning the Commission hosting boat safety classes. Zarrillo confirmed that the Commission will be conducting a class on May 17th at the West Milford Airport from 9am-4:30pm. Zarrillo also reported that he followed up with Drew and Montclair University about allowing the students to conduct studies on Greenwood Lake. Zarrillo shared an email sent by a representative from Drew University containing information regarding studies conducted by students at Lake Hopatcong. Zarrillo brought up a concern voiced to him by a resident of Fox Island regarding beavers who have caused several trees to fall on their property. Zarrillo inquired as to a possible solution, but the issue needed to be solved by the Department of Fish and Wildlife; Zarrillo did forward contact information to the resident of Fox Island and altered the Department of Fish and Wildlife about the issue. Zarrillo also voiced his concerns over several stumps and floating islands on the lake, and wanted to acquire an estimate of the cost of removing these hazards; the Commission agreed that it should be addressed. Zarrillo also mentioned the urgency with which the fanwort and water chestnuts needed to be addressed in Greenwood Lake. The Commission discussed the importance of removing the water chestnuts and fanwort in the east arm of the lake, and decided a plan should be developed. Zarrillo concluded by sharing several discussions he had with various officials regarding the Commission's attendance at the Autumn Lights Festival, Air Show, and Boat Races in West Milford, as well as the annual Passaic County Fair. The Commission believed there should be a presence at all of these events and will be following up with each.

George Vurno opened the meeting by letting the new DEC representative on the Commission Martin Brand introduce himself. Martin Brand also introduced his colleague Michael Flaherty who is to serve as an alternate in case Martin Brand was unable to attend a meeting. Martin Brand expressed an interest in working with the Commission and stated he saw great value in preserving the resources Greenwood Lake provides.

After the presentation Dale VanNimwegen opened with the Treasurer’s Report. Dale had collected a set of financials off of the program Quickbooks in order to better understand the financial state of the Commission. Dale also reported that she is working with an accountant to obtain files as far back as 2008 to fill in all the gaps so that the Commission can plan ahead. Dale did report that this task was made more difficult by the lack of steady revenue the Commission receives. Dale is also working to remove the weed harvesters off of the books as they have been transferred to West Milford and the Village of Greenwood Lake.

Dale also mentioned that she has been in contact with Karen Dauphiniaus who is our contact in Albany regarding the Morohan Grant (real name?). Dale reported that a few more forms needed to be filled out before the remaining funds can be transferred to the Commission. Dale is also working an a way to streamline the multiple accounts the Commission must maintain in both states in order to better manage the financial of the Commission.

Paul Sullivan reported that he has been working closely with Ed Farmer who is a grant writing expert retained by Passaic County and is currently working with him to acquire grants for the Commission, which would be used to identify and re-mediate sources of pollution as well as fight invasive species. Paul Sullivan also reported that he is in talks with representatives from Passaic County to receive funds for the Commission. Paul also reported that Passaic County had requested to see a budget for the Commission, which Dale was happy to share with Paul Sullivan and the Commission. The information the County requested is being forwarded and Paul Sullivan reported that he would have more information soon.

Floyd DeAngelo reported that he was in talks with Orange County representatives and believed a discussion will begin soon about allocating funds for the Commission.

Clint Smith reported that he has been following up with the Township of West Milford about pollution in Belcher's Creek that he believes is originating from stores in the surrounding area. Clint is working on getting a cost analysis of this pollution and estimating the cost of cleaning the area.

Paul Zarrillo reported that there is still an issue with obtaining registration for the West Milford weed harvester from Motor Vehicle. Paul is in talks with Lou Signorino of the West Milford Council and believes the proper steps are being taken. Paul also reported that the boat races which occurred last year in Greenwood Lake is returning to Greenwood Lake this year, but planned on holding the event the first weekend in June, which is earlier than last year. As a result Paul believes that the Commission needs to begin preparation for the races. Paul also reported that Dale VanNimwegen and George Vurno have been added to the signature card at Lakeland Bank, but not Sterling Bank and is communicating with them to add the new signatures. Paul also reported that he has been communicating with Seton Hall and Fairleigh Dickinson about conducting water surveys on Greenwood Lake, which would be at a reduced or possible no cost to the Commission. Dan Bello also mentioned that Drew University has a similar program. Paul wants the Commission to conduct testing on sediment in the water and also mentioned that the removal of the water chestnuts and fan wort, which are invasive plant species in various areas with the NY arm of Greenwood Lake which need to be addressed this spring and summer. Paul also reported that a pipe had burst in the Commission office located on Greenwood Lake Turnpike. The pipe burst resulted in several inches of water and some minor damage to the files inside the office. Paul is communicating with the landlord to remedy the situation and to assess the full damage. Paul Zarrillo also reported that he is still working with the West Milford Township Administrator to better implement a town wide septic ordinance. Paul also reported that he has spoken with the manager of Sportsman Marina to monitor docks that were never removed from the lake in the fall, which could become dangerous navigational and safety issues if they were to break apart.

Paul Zarrillo then asked Dan Bello if there had been any progress in officially appointing him to the Commission, and is the DEP was aware of any regulation on the length of docks on Greenwood Lake. Dan Bello reported that he believed the appointment will be made official by next meeting and there was no regulation he knew of regarding the length of docks on the lake.

Paul Zarrillo also requested permission from the Commission to follow up with the Marine Police and Coast Guard to host boat safety courses on the lake. The Commission decided to go with the prevailing rates from other groups offering the class and believe that it could be a small source of revenue for the Commission. The Commission agreed to follow up.

Eric Hastings reported that he is communicating with West Milford to repair one of the weed harvesters. Eric asked Dale is the Awosting Association still had spare parts and supplies which the Commission stored at their facility. Dale reported that the parts were being collected and accounted for and that she is following up.

New Business

The Commission moved to approve the amendments to the By-Laws and the Procurement Procedures discussed at the last meeting. The Commission decided to table appointments to committees until next meeting.

Andrea Abdul from the West Milford Environmental Commission shared an article with the Commission regarding dangers to domestic pets that public lake pose. Andrea Abdul also reported that the Township of West Milford was looking into the cost water monitoring equipment to be used in Greenwood Lake and Belcher's Creek, and that he would have more to report at the next meeting.

Several noted dignitaries were in attendance which included Jesse Dwyer the Mayor of the Village of Greenwood Lake, Barry Cheney a Representative of Orange County New York, as well as Vivienne Erk President of the West Milford Town Council, and Lou Signorino of the West Milford Town Council. Bill Church of the Orange County Planning Department, and Andrew Abdul from the West Milford Environmental Commission were also in attendance.

INTRODUCTION OF NEW MEMBERS

Paul Zarrillo began the meeting by introducing the new members of the 2015 Greenwood Lake Commission. Zarrillo began by commenting that Eric Hastings still sits on the Commission, he has become the new representative of Warwick, NY since his relocation to Warwick. Eric Hastings followed by thanking West Milford for allowing him to be their representative, and that he hopes to work with them still in the future. Replacing Eric Hastings as the West Milford representative is Bill Link, owner of Moosehead Marina. Bill Olsen resigned unexpectedly from the Commission as a representative of the Watershed Management District. His replacement to the Watershed District and Commission is Dale Van Nimwegen, a long time resident and past President of the Awosting Association.

CORRESPONDENCE

Paul Zarrillo began reading the Commission's correspondence since their last meeting in November 2014. First was a Resolution introduced to the West Milford Town Council by Vivienne Erk, which passed unanimously. The resolution called for support of establishing permanent funding for the Greenwood Lake Commission. After reading the full Resolution Paul Zarrillo thanked Vivienne Erk and Lou Signorino for their support.

The next letter was a copy of a letter we received written by Senator Pennachio of New Jersey's 26th Legislative District to Commissioner Bob Martin of the NJDEP. The letter expressed the Senator's frustration at the lack of compliance on part of the NJDEP in supporting Greenwood Lake in accordance with the founding legislation.

Senator Pennachio also wrote a letter to Captain Kirby of the Marine State Police, following up with a letter the Commission sent regarding the removal of several dangerous hazards on Greenwood Lake. Pennachio in the letter expressed his willingness to assist in the removal of these safety hazards and encouraged further communication on the matter.

The next letter was sent by John Aiello, the landlord of the property currently used by the Greenwood Lake Commission. The landlord has recently sold the property to a new owner, Caspian Real Estate Investment Firm located in Minnesota. Aiello wanted to assure us in the letter that the new landlords do not intend on raising prices and provided their contact information and detailed some planned repairs.

The next letter was sent by the Commission to Passaic County Administrator Anthony Denova, as well to the Board of Chosen Freeholders. The letter expressed our gratitude for past support Passaic County has given the Greenwood Lake Commission, but also touched on the need for permanent funding for the Commission and called to develop a long term strategy for doing so.

Another letter was sent to Kathleen Caren and Sandy Lawson of the Open Space Fund for Passaic County. The letter detailed a new change in the state budget which diverts funds from the NJDEP to the Open Space Fund. As a result the Commission lost a source of revenue, but asked if Greenwood Lake could be considered as a candidate to receive funds from Open Space. Kathleen Caren responded via phone just before the meeting expressing support for funds, but forwarded the message on to other necessary officials which need to be contacted and consulted first. After reading the last two letters Paul Zarrillo openly asked Barry Cheney for support in receiving funds from Orange County, while bringing up an agreement between Orange County and Passaic County to match funds, an agreement Orange County recently has not complied with. Barry Cheney responded by saying that the budget for 2015 is currently being arranged and he will have more to report at next months meeting.

Another letter was sent to the Commissioner of the NYDEC expressing the Commission's frustration for the lack of compliance to the founding legislation by not appointing a full time representative and for not supplying resources to help with administrative overhead.

TREASURER'S REPORT

Eric Hastings reported that we have received $98,000 from the Morohan Grant, but $28,000 still remains in the account. The Commission as well as the Village of Greenwood Lake are re-sending all receipts and invoices to assure there are no outstanding bills for the dredge that occurred in the northern arm of Greenwood Lake. Eric also reported that there is only $2,700 dollars left in the New Jersey bank, which is used for administrative costs and to pay insurance and utility bills.

Eric Hastings also reported that the Commission has spent $3200 to repair a weed harvester in order to comply with the provision in the transfer of ownership agreement to West Milford that the machines had to be in working order. The money was used to replace a high pressure hydrolic pump. Several vouchers were then passed around to the Commissioners in order to pay several bills which included utility payments and office supplies. Paul Zarrillo asked for a motion to pay the bills.

COMMISSIONER REPORTS

Eric Hastings opened by commenting that he was away on a trip in Canada so he did not have a report; but did want to comment that after visiting the provinces Quebec and Ontario, he observed that Quebec which is run and supported by businesses gave a far better impression than Ontario. Eric Hastings followed by saying he was glad to see Bill Link as a new addition to the Commission and believes his experience as a business owner on the lake will be of value. Eric Hastings also inquired about polices concerning dredging during the drawdown, and if the limit of 10 cubic yards out from the property line could be raised to 32. Dan Bello is following up.

Paul Zarrillo began his report by going through a budget which he created for the Commission which included anticipated expenses. Clint Smith commented that the budget should be shared with local officials that we ask for financial support. Zarrillo then read aloud a press release sent to the West Milford Aim detailing the efforts of the Commission over the last year. Zarrillo also brought to the Commission's attention several positive articles regarding several stumps and floating islands which have been recently removed. Zarrillo also reported that he was contacted by a sergeant in the New Jersey National Guard. The sergeant expressed an interest in holding a bass fishing contest on Greenwood Lake, exclusively open to military veterans. Bill Link volunteered to follow up. Zarrillo also reported that he along with Vivienne Erk and Bill Olsen met with officials from the Lake Hopatcong Foundation and discussed ways the Watershed Management District could fund raise using their existing 501(c)3. Zarrillo has been inquiring about renaming the Watershed Management District to the Greenwood Lake Foundation, and has urged the need for finding a competent Board of Directors. Zarrillo ended by asking the DEP and DEC representatives if they knew of any regulations on bubbling systems in the lake, both did not know of any but are following up.

Paul Zarrillo followed with noting that the Commission is still short two members, one from the NJDEP and one from the NYDEC. While Dan Bello and Shohreh Karimipour were present as a representative of each respectfully, neither were yet confirmed as voting members. Dan Bello followed up by reassuring he would continue to attend the monthly meetings and provide support, but he must wait for the necessary official documentation before becoming a voting member. Shohreh Karimipour of the DEC also commented that she was unsure if she would be able to attend every months meeting, or if several representatives from the DEC would share the seat. Floyd DeAngelo expressed concern over continuity if there were several DEC representatives. Shohreh Karimipour also commented that there was a belief that the DEC is not as well suited for the Greenwood Lake Commission as other angencies and felt it necessary to forward suggestions. George Vurno commented that according to the founding legislation the DEC was mandated to supply a representative.

Paul Zarrillo asked Lou Signorino and Vivienne Erk in the audience if the West Milford Town Council had followed up with West Milford's Town Administrator in regards to software that can be used to enforce the Township's current septic pumpout ordinance. Lou Signorino was happy to report that after several meetings with the Township's Environmental Commission and Health Department they are making the ordinance more organized and enforceable, and they intended to obtain the software, but were still looking into different options. Paul Zarrillo asked if West Milford was coordinating with the Village of Greenwood Lake, Warwick, and Jefferson Township and if not would like it to be considered. Lou Signorino, Vivienne Erk, and Jesse Dwyer had no objections.

Andrew Abdul from the West Milford Environmental Commission was available for comment. He stated that the Township planned on procuring equipment to measure the levels of certain pollutants such as nitrates and phosphates to aid in monitoring the lake. Eric Hastings asked the representatives from the DEP and DEC about format and procedures relating to collecting samples, specifically noting that regular samples are needed to keep current dredge studies on the lake relevant. Both representatives are following up with this question and plan on forwarding copies to the Co-Chairs. Zarrillo also commented that Montclair, Seton Hall, and Drew University have offered free water testing and various studies; and is connecting with those departments to implement a working relationship with the universities.

NEW BUSINESS

Paul Zarrillo handed out copies of the Greenwood Lake Commission's By-Laws and Procurement Procedures with the intention of reviewing and amending them. It was decided before proceeding that there will be a special notation on the dates these policies were reviewed, amended, and adopted. It was also decided that changes would be presented at all once, to the Commissioners at the next meeting highlighted in red to mark the amended section. Several changes were suggested. Two extraneous sentences were removed from the document. An incomplete sentence in the middle of the “Awards to other than lowest responsible dollar offerer” was removed, as well as a duplicate sentence in number 3 of “Awards to other than lowest responsible dollar offerer.”

Procurement: 1. Number 2 under Procurement Procedures states that two signatures are needed for checks between $1000 and $2500. The Commission suggested the limit be changed to $1001-$4999.

Roll Call

The meeting was called to order at 7:08pm. Paul Zarrillo, Paul Sullivan, Clint Smith, Eric Hastings, Floyd DeAngelo, and Bill Olsen were present. George Vurno and Ed Krull, were absent. Dan Bello attended as a representative for the NJDEP.

Paul Sullivan made a motion to approve the minutes from the last meeting, Bill Olsen seconded. The motion passed unanimously.

This meeting opened with a brief video of a successful removal of a floating island and several stumps that took place on Greenwood lake, which was followed by a detailed presentation of a study in the north arms on the aquatic plant species within the lake. The presentation was conducted by Chris Doyle who represents Allied Biological, and was funded by the Greenwood Lake Commission, Prism, and the Village of Greenwood Lake. There were 28 species of aquatic weeds found in the west and east arms of the lake; a detailed report can be found on our website at GWLC.org.

Reports

Eric Hastings opened with the Treasurer's report. There has been concern over a change in protocol for the Morohan Grant, which expires Dec. 31st of this year. Eric Hastings was happy to report that the necessary paperwork for the Commission had been filed, and all outstanding invoices for the project in the NY side of the lake had been sent to Albany. Copies of the invoices were also sent to Mayor Dwyer of the Village of Greenwood Lake. Eric Hastings commented that the stone wall near the mouth of Belcher's Creek collects sediment and prevents it from entering the lake, and he wanted to ensure the wall would remain in the creek amidst any future maintenance. Eric Hastings also reported that the Commission's Directors and Officers insurance had expired from a previous insurance company, but York-Jersey Underwriters of West Milford is currently covering the Commission.

Clint Smith reported that the dumping of materials from stores in the area is still an open issue. There has been a number of wood pallets, shopping carts, and barrels which have been removed and continue to be found. Clint Smith plans on reaching out to the nearby stores to find a solution.

Paul Sullivan reported that he is continuing to work on obtaining grants for the Commission, and continues to work with Freeholder Terry Duffy of Passaic County and Ed Farmer on this matter. He also plans on asking Passaic County for funds to continue to pay for administrative costs and for future herbicide programs on Greenwood Lake. Paul Sullivan also suggested the Commission's New York representatives ask Orange County for additional funds, but believes that they would be less likely to assist due to a budget deficit. Eric Hastings commented that Orange County and the states of New York and New Jersey have not been as helpful in funding the Commission as Passaic County A representative from the Village of Greenwood Lake reported that Mayor Jesse Dwyer plans on fitting herbicide treatments into the annual town budget.

Paul Zarrillo reported that he met with Councilwoman Vivienne Erk of West Milford. The Councilwoman plans on presenting a resolution supporting funding for the Commission. Paul Zarrillo also reported that after various correspondence, the town no longer plans on removing the ordinance requiring residents and businesses to regularly check and maintain septic systems; but the Commission still has concerns over enforcement and follow up procedures of the ordinance. Paul Zarrillo gave the West Milford Administrator's Office the contacts to Jefferson Township and The Village of Greenwood Lake for assistance regarding the procedures for enforcing the ordinance. Paul Zarrillo reported that the DMV requested the Commission acquire a Corp Code for the purpose of finalizing the transfer of the weed harvesters to the Township of West Milford. Paul Zarrillo also reported to the Commission that he attended a Highlands Council Conference and made the request for a town hall meeting in West Milford. The Highlands Council suggested the request go through the West Milford Town Council.

Floyd DeAngelo reported that he plans on meeting New York elected officials, along with George Vurno and Barry Cheney who is a Legislator for Orange County, NY about securing grants for the Commission, and also to follow up with the need for a DEC representative about the Commission.

Bill Olsen was following up with Paul Zarrillo on the status of continuing the 501c3 from the old Watershed Management District. Paul Zarrillo contacted Legal Zoom and the IRS to confirm that the Watershed Management District is still registered as a 501c3.

The Commission has decided to continue to meet on the 4th Wednesday of every month, alternating each meeting between the Town Hall in West Milford and the Senior Center in the Village of Greenwood Lake. The months on November and December the Commission plans on meeting the 3rd Wednesday in order to avoid conflicts with the holidays. Notices are being sent to each Township as well as the local newspapers.

During the holidays the Commission will review the founding legislation, by-laws, and procedures and create committees within the Commission, which will be given specific tasks to handle. An in depth discussion is planned for the first meeting in 2015.

Public Input

Dan Bello of the DEP expressed the conerns of his superiors over the lack of compliance on part of the DEC for not appointing a voting member to the Commission, as per the founding legislation. Dan Bello also indicated that he has yet to be formally appointed by the DEP as a voting member.

Several attendants in the crowd commented that there is a possibility of a casino opening in the area of Greenwood Lake, and encourages the Commission to be in contact with the casino regarding plans they have for usage of Greenwood Lake, and any potential funding they could afford the Commission.

The meeting was called to order at 7:25pm. Paul Zarrillo, Paul Sullivan, Clint Smith, Eric Hastings, and Bill Olsen were present. George Vurno, Ed Krull, and Floyd DeAngelo were absent. Dan Bello attended as a representative for the NJDEP.

Paul Sullivan made a motion to approve the minutes from the last meeting, Paul Zarrillo seconded. Bill Olsen was unable to attend the last meeting, and abstained. The rest of the Commission voted to pass the minutes.

Reports

Eric Hastings delivered the treasurers report. The total sum of funds in the Commission's bank accounts totals approximately 16,700.34 dollars in the New Jersey bank and 14,448.76 in the New York bank. The New York bank account however is earmarked for reports and projects. An accountant has been hired to go back and manage the financial records from the Commission, and by next meeting Paul Zarrillo reported that the Commission would have updated all past records.

There were three bills given to the Commission for utility payments which included water, heat, and electricity. The bills totaled 106.77 dollars. Bill Olsen made a motion to pay the bills, Paul Zarrillo seconded the motion. The motion passed unanimously.

Paul Zarrillo gave an update on the dispute between the landlord of the office located on Greenwood Turnpike over payment for the repairs to a water heater which was damaged as a result of freezing pipes. The Commission contends that the heater did not work prior to the damage and feels that the landlord is responsible for the cost of the repairs. Paul Sullivan made a motion to pay the bill, Eric Hastings seconded. The motion passed unanimously.

Eric Hastings reported that the protocol for the Morohan grant has changed, this grant was specifically being used to fund the project in the NY section of the lake by HydroQual. The change has resulted in a delay in the payment to HydroQual, as the Commission needs to reapply for the grant. The qualification status for Greenwood Lake has not changed, however the necessary paperwork must be processed before the funds from the grant can be given to the Commission.

Paul Sullivan reported on talks with Ed Farmer about grants the Commission would be able to attain. Specifically in regards to monitoring sediment in Belcher's Creek and the status of invasive species of weeds in the lake. Clint Smith commented that a possible avenue for funds could be found by opening talks with the Open Space Committee in Passaic County. The Commission is also looking into the possibility and effectiveness of man made floating islands which contain plant life, which would absorb excess phosphorus in the lake. Eric Hastings also brought up the possibility of a wall which could be placed in Belcher's creek that would allow water and boats to pass through, while collected excess sediment.

Paul Zarrillo also reported that floating island and stumps by Fox island and Latitude 41 and Sportsman Marina is up and presenting a hazard to safety. The Commission is requesting the Marine State Police officially declare it a hazard and assist the Commission in there removal.

Paul Zarrillo reported that the Commission is going to turn on heat in the office now that the system is fixed on Nov. 1st, and that a 388 dollar security deposit was required. Paul Zarrillo also reported on the utilities cost for the Commission, which he estimated would total approximately $300 dollars per month.

Paul Zarrillo discussed with the officials from the Lake Hopatcong Foundation to discuss the possibility of the GWLC being declared a 501(c)3 in order to raise funds through charitable donations, and well as events such as raffles and other types of fundraising, they plan to meet soon for further discussion.

Paul Zarrillo gave an update on the memorandum of understanding with the Township of West Milford about transferring the ownership of the weed harvesters to the town. The town has requested documentation from Motor Vehicle, which includes the title and bill of sales. Paul Zarrillo has been working the Motor Vehicle to receive the necessary documentation and hopes to have it within the next week.

A PowerPoint Presentation from Allied Biological is scheduled for the next meeting of the Commission, however concerns have arisen over the amount of space required to do so. Bill Olsen will be coordinating with Jesse Dwyer about moving the meeting location to a more suitable location.

Dan Bello reported that the water levels in the lake are low due to lack of rain, and a test of the dam which resulted in the dam remaining open longer than expected. Dan Bello also reported that the DEP is in possession of a report by HydroQual about dredging the entire lake. Clint Smith brought up that in 2013, 67 wood pallets, 55 ten gallon drums, and 10 shopping cards were removed from the lake last year. Clint Smith plans on talking with the nearby stores to ensure they do not inadvertently dump more materials into the lake. Eric Hastings asked Dan Bello if the DEP would allow homeowners to dredge 30 yards out from the property line into the lake, as opposed to the current maximum of 10 yards.

The chemicals used the lake to control the weeds this year proved effective, but other options are still being explored. One option is the use of sonar herbicides, which would be more effective but more restrictive as well.

The Commission brought up concerns again about the possibility of the town lifting a septic pump out ordinance, and has brought these concerns to Princeton Hydro, the company that has implemented various grants and studies for the commission and West Milford. The Commission plans to invite representatives from Princeton Hydro to a meeting with the town council to discuss the matter further.

Paul Zarrillo reported on the need for the Commission to form committees in order to better organize the commission.

The meetings in the next two months fall on or near major holidays so as per the advise of the public the November meeting will be held on Tuesday November 25th and preceded by a power point presentation from Allied Biological regarding the Prism/ Aquatic Weed study, and the December meeting will be canceled due to its typical low turnout.

Reports

Mayor Dwyer of Greenwood Lake was in attendance and commented that in the Village of Greenwood Lake there are districts near water sources where a similar ordinance is enforced. Lou Signorino commented that legal counsel from West Milford advised that creating districtd would be prohibited, but will check again to verify. Eric Hastings also shared his concerns over the TMDL (Total Maximum Daily Load) of phosphorus, which he says the lake exceeds but no recent report can verify the exact amount.

Paul Zarrillo reported on the meeting between the Commission and Senator Pennachio. The Commission asked about receiving permanent funding from the State, which is not possible at this time according to the Senator. Senator Pennachio advised the Commission to explore the possibility of a foundation similar to the Lake Hopatcong Foundation.

Paul Zarrillo reported that the Commission is waiting for a report from HydroQual for hydro raking. A representative from HydroQual also plans on presenting a report on the dredging in the north arms on Oct 29th.

Paul Zarrillo stated that the zoning commission has not been notifying the commission about new homes being built in the area, also the OEM and DEP neglected to invite us to a conference of lakes in West Milford promoting dam safety, which was an oversight.

Paul Zarrillo announced that he found a vendo which can make 100 business cards and 500 stationary letter heads for $7 and $150 respectivly.

Clint Smith reported on the transfer of ownership of the weed harvesters to the Township of West Milford. Original bills of sale could not be located, however Lou Signorino, councilman from West Milford who was in attendance reported that the town is not concerned and would be able to give the machines new serial numbers. A final letter will be sent to the Township of West Milford to complete the transfer.

Daniel Bello has been selected by the NJDEP to replace Kerry Pflugh on the Commission but requires a finalization letter before he can become a voting member. The Commission asked Daniel to follow up with the NJDEP about the possibility of weekend police patrols and the removal of several floating islands. Daniel Bello stated that if we could confirm that the floating islands originated from the NJ side of the lake, then the DEP would have jurisdiction to assist.

Public Input

Mayor Jesse Dwyer of The Village of Greenwood Lake was in attendance and complimented the work the Commission has done efforts to control the weeds through herbicides, commenting that long time residents and tourists of the lake have noticed a vast imporvment as well. Paul Zarrillo asked for the Mayor to send a letter to the Commission reiterating his comments at the meeting. Goerge Vurno also thanked the mayor for his cooperation and help. The Mayor also asked about the process of being compensated for the hydro raking done in the NY side of the lake. The Commission stated that the Village would be reimbursed $124,000 by monies the Commission has that is being help in Albany from a previous grant.

The meetings in the next two months fall on or near major holidays so as per the advise of the public the November meeting will be held on Tuesday November 25th and the December meeting will be cancelled due to its typical low turnout.

Salute to the American Flag

Paul Zarrillo led the Salute to the Flag.

Roll Call

Meeting was called to order at 7:16pm. Paul Zarrillo, Clint Smith, Eric Hastings, Ed Krull, Floyd De Angelo, and George Vurno were all present. Paul Sullivan, Bill Olsen, and Kerry Pflugh were absent.

Public Notice Statement

Paul Zarrillo stated that in accordance with Pubic Laws in New York and New Jersey, adequate notice of the meeting time and location was sent to the AIM, West Milford Messenger, Warwick Valley Dispatch and Times, the Herald, and the Record.

Correspondence

At this time Paul Zarrillo read aloud several letters sent by the Commission. A letter was sent to Anthony DeNova, Administrator for Passaic County thanking him and Freeholder Terry Duffy of Passaic County for there assistance in securing $10,000 for administrative costs and to purchase insurance for the Commission.

A letter was sent to the Mayor and Council of West Milford expressing the Commission's opposition of a proposal by the Township which would eliminate a town-wide ordinance mandating septic pump outs. The Commission stated in this letter their concern about the effect of phosphorus levels, which would increase as a result of this ordinance being lifted. Eric Hastings commented that algae blooms in Ohio which affected the drinking water of over half a million people was attributed to an increase in phosphorus levels in Lake Erie. The Commission is waiting for a report from Princeton Hydro, detailing the effect that lifting this ordinance would have.

A response to an email sent by the West Milford Township Clerk, and a copy sent to Mayor Bieri and the Council of West Milford in regards to the transfer of ownership of the weed harvester equipment. The Township of West Milford is requesting motor vehicle documents before the transfer of ownership; Paul Zarrillo stated at the meeting and in emails to the Township of West Milford that the weed harvesters are not required to have the requested documentation and that the town can proceed with the transfer. Paul Zarrillo forwarded certificates of origin for the newest weed harvester equipment. Andre Abdul from the West Milford Environmental Commission who was in attendance requested a copy of this letter.

A letter was sent to Bob Martin the Commissioner for the Department of Environmental Protection (DEP) expressing the frustration of the Commission for the lack of support and compliance the DEP has given for administrative assistance and funding, which the Commission is entitled to receive according to the founding legislation.

At this time West Milford Councilman Lou Signorino entered the room. Paul Zarrillo asked the Councilman to comment on the Council's position on the septic pump out ordinance. Lou Signorino said the Council had discussed it briefly at the last meeting but did not go into detail. Eric Hastings commented that removing the ordinance would disqualify the town from receiving 319 and 604B grants and Paul Zarrillo read a draft of a report from Princetion Hyrdo stating that one pound of phosphorus can result in 1100 pounds of algae bio mass. Lou Signorino followed up by stating that the law is difficult to enforce and the Health Department, which would be in charge of enforcing the ordinance is understaffed. He also stated that he was not familiar with the report by Princeton Hyrdro and was skeptical of the effect that removing the ordinance would have. George Vurno commented that the West Milford ordinance is a mirror of Jefferson Township's and that we should reach out for recommendations on how to enforce the ordinance. George Vurno also commented that having the law on the books would deter people from violating it. Paul Zarrillo said that when a septic tank is pumped a report from the company is sent to the town, which could be used to aid the enforcement of the ordinance. He also mentioned that Mayor Dwyer of the Village of Greenwood Lake offered to lend the Commission software and training in how to enforce our septic pump out ordinance better. Clint Smith recommended to Lou Signorino an independent review be conducted on the effect of phosphorus on Greenwood Lake. Lou Signorino invited the Commission to the next Town Council meeting to discuss the matter further. Paul Zarillo also suggested a meeting with the West Milford Town Council, the Commission, and Princeton Hydro.

Reports

Eric Hastings delivered the Treasurer's Report. The total sum of funds in the Commission's bank accounts totaled $23,183.76. The Commission also opened a bank account at Lakeland Bank in New Jersey. The Commission originally had only one bank account at Sterlings Bank in New York, but due to restrictions on which state the money can be spent, the second account was created to keep the funds separate. Currently 8700 dollars are in the NJ account. Eric Hastings will be asking Orange County in NY and Passaic County in NJ to give more funds to the Commission. Eric Hastings also commented that the removal of water chestnuts in the north arm is doing well. George Vurno commented on the work Eric Hastings has done over the last week personally harvesting and removing weeds and water chestnuts from the lake.

Paul Zarrillo reported that the old farmer's rock wall at the mouth of Belchers Creek had been properly addressed by the Aides to Navigation which is part of the DEP; warning buoys are now present around it. Paul Zarrillo also expressed concern over several floating islands, one by Fox Island and another to the east in particular which he estimates to be 50 feet in length and plans to call the Marine Police to remove them. Paul Zarrillo also reported that he intended to communicate with Lake Hopatcong and ask for advice on removal of water chestnuts. A final report is expected by HydroQual for dredging the east side of the arm. We are also waiting for the final report from Allied Biological in regards to the species of weeds that exist in Greenwood Lake. Paul Zarrillo also confirmed a meeting with Senator Pennacchio on Sept. 16th. Paul Zarrillo also mentioned that the Commission just purchased QuikBooks in order to better maintain its financial records.

Ed Krull reported that the Hydro Raking done in the eastern arm in the state of New York over the last two weeks has been very successful, and water flow has increased as a result. However, the reduction in water level is making it difficult for boats to enter the water at some points on the lake.

Floyd DeAngelo commented that the herbicides have made a noticeable difference in the lake, but the water clarity has been reduced either by the herbicides or the bottom being disturbed by hydro raking.

Presentations Bridget Vanderbos from York-Jersey Underwriters gave a brief presentation on the insurance policies purchased by the Commission. We plan of saving 1500-2000 dollars annually as a result.
